韩斌,高级工程师,1942年生于内蒙古赤峰市,1964年毕业于内蒙古林学院采运机械化专业。1985年始任内蒙占莫尔道嘎林业局局长。当时的莫尔道嘎林业局整体建设无规划,人员构成复杂,基础工作滞后,经济效益低下。自上任以来,特别是实行局长负责制之后,韩斌同志大胆探索,全力开拓,调整了企业经营方略,制订了一系列改革开放的新举措,使莫尔道嘎林业局生产建设一年上一个新台阶,主要经济技术指标均居全国同行业领先水平(见附表)。相继晋升为内蒙古自治
