我国的医疗卫生事业是构建社会主义和谐社会和建设新农村的重要组成部分。从社会角度讲,“看病贵”的问题不只是中国有,也是世界各国所面临的难题,不同之处在于“看病贵”是对个人,还是对政府或社会而言。事实证明,投入不足固然难解困局,但单纯靠加大资金投入也同样是解决不了这场危机的。本课题组认识到,上述理念是事关整个医疗卫生体制改革的全局性大问题,非一时能成为可具操作性的方针政策。而眼下面临的则是将要对农村基层实施具体装备部署的现实问题。因此,本课题将力求在以上述指导思想为纲的前提下,紧密结合现有实际情况进行分析研究。 China’s medical and health undertakings are an important part of building a socialist harmonious society and building a new countryside. From a social point of view, the issue of “seeing your doctor is expensive” is not only for China but also for other countries in the world. The difference lies in whether “seeing a doctor is expensive” is for the individual or for the government or the society. Facts have proved that although inadequate investment is difficult to solve, it can not solve the crisis simply by increasing investment in capital. Our group recognizes that the above concept is a major issue that affects the entire reform of the medical and health system. It can become an operational guidelines and policies at any moment. At the moment, the reality is that the concrete deployment of the rural grass-roots units will be implemented. Therefore, this topic will seek to make analysis and research in close connection with the actual situation under the premise of taking the above guiding ideology as the key link.
