我国国营企业实行承包经营责任制试点和普遍推行也有三个年头了。但是,人们对承包经营责任制不论在理论上还是在实践上,至今还是众说纷云:一种意见认为,在社会主义有计划的商品经济条件下,作为全民所有制时国营企业实行承包经营责任制是我国国营企业管理体制的最优选择,是符合我国国情的较好形式,一种意见认为,承包经营责任制没有解决负盈不负亏的问题,亏了国家,肥了企业,富了承包人;一种意见认为,承包经营责任制既有利又有弊,但利大于弊,应兴利除弊,继续完善推行。我是同意后一种意见的。
