顺义县河北村的王莲凤,当了6年支部书记了。3年来她读完了农业管理中专课程,每门考试都在80分以上,年年是优秀学员。今年她又考上了北京农业干部管理学院。我因工作关系,曾就读书问题跟郊区一些村党支部书记聊过,他们说得很直率。有的说:“学啥呀,糊弄糊弄干几年得了!”也有的说:“这年头儿干事凭关系,我把大学都念下了,银行也不会因为这个给我贷款。”还有一个支部书记说得更让人吃惊,居然说他当书记靠的是“混蛋加政策”。我曾经两次到过一个村,中间相隔6年。这6年村支书没换人,村里也没发生什么变化,看哪儿都还是6年前的样子。这个村紧挨县城,周围有好几个实力雄厚的大企业,临近不少村都跟这些企业联营,办起了这企业、那企业,这个村却一个也没办,大概只有两三个“小不点儿”企业,还是把集体的房租给个人,村里每年就收几千元房租。整个村给人一种死气沉沉的感觉。我跟村支部书记聊,他吭吭哧哧地,连当前的形势、政策都说不上来。他的办公室里有个旧书架,上边放的书早过时了,还有几本十好几年前的呢,落了厚厚的一层土。我看这个村之所以多年没变化,跟这个支部书记长期不学习,脑瓜子太空有直接关系。农村支部书记不读书,不学习实在食欲忧
