美国内城基础教育质量近年来饱受诟病,加州圣地亚哥市主城区概不例外。据2011年统计,城区50%的学生选择外流到周边高中上学。主城区的人们,迫切希望建一所本地区的优质高中。在此背景下,由圣地亚哥市政府、联合学区和市公共图书馆基金会决定共同筹办一所新的公立特许高中,并将建校使命确定为如何实现学校与社区的共融发展,为未来一代提供高品质的教育服务。学校还提出了“参与、教育、赋权”(engage,educate,empower)的办学理念,并将校名命名为e3公民高中。
