白里安为解决两战之间欧洲所无法回避的德国问题、美国的经济竞争与苏联的共产主义影响而提出了欧洲联邦计划。英国因担心欧洲联合会损害国际联盟权威、引发世界区域化发展并导致英帝国瓦解,遂以其外交权谋将白里安计划置于国际联盟框架内,使之不了了之。考察英国对白里安计划的政策有助于理解二战后初期英国对欧洲一体化的政策。
Baring proposed the European Union Plan for resolving the unavoidable issue of Germany between the two wars, the economic competition in the United States, and the communist influence of the Soviet Union. Britain can not afford it because of its diplomatic suspicion that the European Union would undermine the authority of the League of Nations, trigger the development of a regionalized world and lead to the collapse of the British Empire, and thus use its diplomatic power to place the Bering Plan in the framework of the League of Nations. An examination of the British policy on the Bering plan helps to understand Britain’s policy toward European integration in the early post-World War II period.
