市场经济体制给物资供应管理工作赋予了全新的内容。由于资源配置的方式发生了根本变化(由计划调拨转为市场供应),也由于物资供求的形势发生了根本变化(买方市场形成),企业物资供应工作的职能也就由单纯“保证供应”发展成为“保证供应、供货商管理和培育企业效益增长点”的三大职能。节支降耗是当前企业获得效益的不可缺少的主要手段之一,物资供应部门必须义不容辞地担起这份责任。实践证明,物资管理工作在挖潜增效上是大有可为的。经过研讨和探索,我们如果实现八个方面的观念转变,对机制作相应的改革和调整,必定转化为八个效益增长点。一、转变“简单持币购物”观念,向物资供应机制改革要效益在市场经济体制下,生产资料短缺,计划配置资源的时代一去不复返
