康保县哈必嘎乡包山地村自然条件较差,土地贫瘠、干旱少雨,1998年村里人均纯收人尚不足800元。当地有句顺口溜:“包山地、石头窝,一出家门就爬坡,十年倒有九年旱,粮食不多风沙多”。1999年,新一届村党支部成立,大力实施“奶牛兴村”战略,经过几年的不懈努力,过去的穷山村变成了远近闻名的奶牛养殖专业村。目前,全村奶牛存栏947头,日产鲜奶上万公斤,年均增长率为71%,户均养奶牛两头以上,仅产奶一项,去年全村人均纯收入2500元。包山地村党支部新班子上任后,经过比较分析、广泛调研和征求群众意见,一致达成共识:发展村里的奶牛养殖业。原因有四:一是包山地村有过发展奶牛的历史,有奶牛养殖基础;二是奶牛养殖效益高,发展趋势好;三是毗邻察北牧场乳品厂, Baoshan Village, Haobaga Township, Kangbao County, has poor natural conditions, barren land and less rainfall.
