本文以东莞市社会基本医疗保险制度改革为例,集中讨论了社会行政对社会保障制度的影响和作用。本文共分为三大部分:第一部分梳理了东莞市社会基本医疗保险政策的发展历史;第二部分概括了东莞社会基本医疗保险模式的特征;第三部分分析了影响东莞医改模式形成的因素。本文的结论是:虽然较为丰厚的财政资源是东莞医保模式得以形成的前提,但是高效的社会保障行政体制才是东莞医保模式形成的关键因素。相对集中的行政权力、稳定而又位阶较高的行政机构、精干的行政队伍为东莞医改模式的形成提供了组织动力和制度保障。
Taking the reform of social basic medical insurance system in Dongguan as an example, this paper focuses on the influence and function of social administration on the social security system. This article is divided into three parts: The first part reviews the history of the development of social basic medical insurance policy in Dongguan City; the second part summarizes the characteristics of Dongguan social basic medical insurance model; the third part analyzes the factors that affect the formation of Dongguan medical reform model. The conclusion of this paper is: Although more abundant financial resources are the prerequisite for the formation of Dongguan medical insurance model, efficient social security administrative system is the key factor in the formation of Dongguan medical insurance model. Relatively concentrated administrative power, stable and higher-ranking administrative organs and capable administrative team provided organizational impetus and system guarantee for the formation of Dongguan medical reform model.
