近年来,埃及经济改革取得了一定成果,促进了宏观经济增长。埃及经济改革的实质是一场制度变革,分为经济体制改革和经济结构改革。埃及宪法的修改为经济体制改革提供了法律保障。作为结构改革的法律依据,1991年埃及新国有企业法始终起到引导作用;新投资法的制定为培育出口产业奠定了法制基础;金融制度改革对实体经济发展起到一定的促进作用;自由贸易协定带来出口增加效应。总的来说,埃及的渐进改革方式、依法推进改革、注重形成改革的激励机制等做法值得有关发展中国家借鉴。
In recent years, Egypt’s economic reforms have yielded some results and promoted macroeconomic growth. The essence of Egypt’s economic reform is a system reform that is divided into economic system reform and economic structure reform. The revision of the Egyptian constitution provided the legal guarantee for the reform of the economic system. As the legal basis of structural reform, the new state-owned enterprise law of Egypt has always played a guiding role in 1991; the formulation of a new investment law has laid the legal foundation for fostering the export industry; the reform of the financial system has played a catalytic role in the development of the real economy; and the free trade Agreement to bring export growth effect. On the whole, the gradual reform of Egypt, pushing forward reform according to law and focusing on the formation of an incentive mechanism for reform deserve the help of developing countries.
