建立黄墩湖滞洪区非工程性防御措施,以完善放洪体系,适应洪水特性,减轻洪水灾害,节省防洪基建投资,促进黄墩湖地区的经济发展,确保滞洪区二十万人民生命财产的安全,是一种经济实用、行之有效的方法。本文分析了黄墩湖滞洪区的防洪现状,就如何加强黄墩湖的防洪措施作了一些分析探讨,同时对黄墩湖滞洪区实行特殊性政策提出了设想和建议。
