In Japan, emergency medical care has become a universal social requirement and has received attention from all parties. Before 1963, Japan did not have a uniform supervisory unit and a clear division of labor in the emergency treatment work. It was rather confusing for the local authorities to do their own affairs. Since the Fire Protection Law was revised in August 1963, it has been determined that the delivery of emergency patients is the responsibility of the fire control agency. In 1964, the Ministry of Health and Welfare formulated the regulations for emergency medical treatment, institutionalized emergency treatment, and had more unified leadership. However, emergency medical care was carried out more comprehensively than planned since 1976.
