“七五”到“九五”计划的15年中,黄河流域共建设水土保持淤地坝工程1365座,总库容13.77亿 m~3,总投资95.35万元,取得了较好的拦沙淤地效益。但是,在工程建设中设计变更较多,据2001年106座在建工程统计,有44座(其中有22座未开工)淤地坝有设计变更问题,占已开工项目的52.4%。设计变更的主要原因是业主对设计工作重视不够,工程技术与经济分析分离,设计质量不高,对工程造价工作重视不够。在今后工作中应重视设计工作,加强工程造价信息管理,推行限额设计,推广淤地坝标准设计,促进这一事业的健康发展。
In the 15 years from the “75” to the “95” plan, a total of 1,365 silt dam projects have been set up in the Yellow River Basin with a total storage capacity of 1.377 billion m 3 and a total investment of 953,500 yuan, making a good result The sand silt benefits. However, there are more design changes in the construction of the project. According to the statistics of the 106 projects under construction in 2001, there are 44 (including 22 not started) silt dam design changes, accounting for 52.4% of the projects already started.
