江泽民同志强调:“要把贯彻民主集中制与‘讲学习、讲政治、讲正气’结合起来,树立领导班子的良好形象”。中发[1998]17号文件《关于在县级以上党政领导班子、领导干部中深入开展以“讲学习、讲政治、讲正气”为主要内容的党性党风教育的意见》中,把“三讲”教育,特别把是否全面贯彻执行民主集中制,纠正和防止违反民主集中制,作为“三讲”教育的四条基本要求之一。因此,在新的形势下加强民主集中制建设具有十分重要的意义。
