工农产品价格“剪刀差”一直是经济理论界关注的课题。“剪刀差”的讨论始自60年代,至今尚在继续。从“剪刀差”的内涵、本质、作用和影响,到“剪刀差”的测度、量值、政策取向、控制方式与方法,无不留有激烈争论的痕迹。90年代初至今新一轮的“剪刀差”论战方兴未艾。目前出现了一种近乎全盘否定“剪刀差”之争、主张“剪刀差之争可以休矣”的观点(见王忠海:《走出剪刀差的误区》,《经济研究》1993年第1期),我们认为这并不是积极的选择。
The “scissors difference” in the prices of industrial and agricultural products has always been the subject of attention in the economic theory circles. The discussion of “Scissors Difference” began in the 1960s and continues today. From the connotation, essence, function and influence of “Scissors Difference” to the measurement of “Scissors Difference”, the value, the orientation of policy and the way and method of control, there are all the traces of fierce debate.
