河上肇1879年出生于山口县岩国町。其父曾是毛利藩支藩吉川家的武士,肇出生时他正任村长。肇读完小学后便入岩国中学。读一年级时功课不及格,尔后才发奋学习。后到东京,就学于东京帝国大学法学院政治系。他在学生时代曾去参加过在本乡举行的足尾矿毒救济会的演说会。在演说进行时,有人将募捐的小竹篮拿到他的跟前,但当时他身无分文,只得待演说结束向外走时,把身上的大衣和围中脱下献给了募捐的妇女。第二天早起后,他除了身上穿的,将所有的衣服都装进柳条包,托人送到救济会的办公处。 Hajime Hajime Born in 1879 in Iwakuni, Yamaguchi prefecture. His father was a warrior of Maori governor Yoshikawa, who was a village chief at the time of his birth. Zhao Zhao finished elementary school after entering the country junior high school. When I was in first grade, I failed my homework and then worked hard to learn. After arriving in Tokyo, he studied at the Faculty of Law at Imperial College Tokyo. During his student days, he went to attend a speech at the Footwho Rescue Association held in Hong Kong. At the time of the speech, somebody brought the donated basket of bamboo baskets to him, but at that time he was penniless. He had to wait for the speech to be taken out and to release the coat and the enclosure from the body to the fundraising women. After getting up early the next day, apart from wearing on his body, he put all his clothes in wicker bags and sent them to the relief office.
