现代管理是一个以人、财、物和信息、时间为基本要素的系统工程.但从根本上说,管理工作的核心包括互为表里的两个部分,一个是对人的管理,一个是对事的管理.随着科学技术的迅速发展,人们对事物客观规律的认识在不断深化中愈见成熟,应变能力也越来越强了.人的素质不断提高,这就使管理上的矛盾主要都集中到了对人的管理方面,但这并不意味着事的管理不重要或者可以放松了,突出对人的管理,正是为了对事进行全方位的管理.
