一九七二年,国际标准化组织在经历了八年之久的反复酝酿讨论后,对标准化、标准作了如下定义:“标准化是为了所有有关方面的利益,特别是为了求得最佳的全面的经济效果,并考虑产品的使用条件与安全要求,在各有关方面的协助下,进行有组织的特定活动,制定并实施各项规则的过程。标准化以科学、技术和实验的成果为根据。它不仅奠定了当前的科学技术基础,而且还决定了将来的科学技术发展。它始终立足于科学技术发展的前景。”
