《中共中央、国务院关于卫生改革和发展的决定》(以下简称《决定》)给我国的卫生事业改革和发展带来了新的机遇和挑战,党的十五大进一步拓宽了改革的思路,为深化卫生改革发展卫生事业创造了良好的政治经济环境。一些医疗卫生机构为了抓住机遇,通过集资、贷款等形式筹集一些事业发展资金,用于基本建设和设备购置等,我认为这种方法是不可取的,主要有以下几方面原因。
The Decision of the Central Committee of the CPC and the State Council on Health Reform and Development (hereinafter referred to as the “Decision”) has brought new opportunities and challenges to the reform and development of China’s health industry. The 15th National Party Congress has further broadened the reform thinking. Deepening the health reform and developing the health industry has created a good political and economic environment. In order to seize the opportunity, some medical and health institutions have raised some funds for business development through fundraising, loans, etc., for basic construction and equipment purchases. I think this method is undesirable, mainly due to the following reasons.
