现代林业造林工程对各方面都有了新的要求,以前的监督制度在很多方面都已经不能满足现代林业造林工程的需要,面对这种情况,工程监理制度的引进成为必然。工程监理指的是监理单位受项目法人的委托,根据国家批准的工程项目文件和相关的工程建设方面的法律法规,以及工程建设监理方面的合同,对整个工程建设实施监督管理的过程。近年来,在苏南平原地区,现代林业造林工程往往投资大、工期短、质量要求高,工程监理的引进有着重要的意义。因此,从2008年开始,江苏省无锡市开始全面推行林业生态工程监理制。
