湖北松滋县财政局充分发挥本地资源、传统工艺和“龙头”企业等优势,培植地方财源,取得了明显效果。现在这个县年财政收入达到5000多万元,比改革前增加了2.32倍,连续12年财政收支平衡。松滋县拥有煤炭、重晶石等10多种矿产资源,为使这些资源转为经济收入,财政部门有计划有重点地支持各地开采,并投放给必要的生产资金,协助经营管理。现在全县初步形成了一个以石灰、水泥、砖瓦、煤炭、立德粉等为主体的建材业群体。在发挥山水资源优势方面,县财政部门注重发挥各地特长,系列开发果林业,向荒山要财源。全面开发荒湖荒水,从水中掏财源。目前该县以柑桔、茶叶、水产、林木等为主体的百亩以上多种经营基地达到235个。去年全县多种经营收入达到3.84亿元,占全县农业总产值的50.1%。
