中国城市社区建设正处于向纵深发展的关键时期,北京大学社会学系博士刘继同认为:中办发[2000]23号文件转发的《意见》是开展社区建设的纲领性文件和行动指南。但是中国幅员辽阔,地区差别巨大。社区问题与社区资源状况迥然不同,高度概括与理论抽象的国家政策文件无法满足全国城市基层社区工作多样化的实际需要,无法为全国城市社区管理者开展社区建设提供直接、具体的工作思路和操作化工作方法。如何深化社区建设,保障社区建设持续、健康、有序发展,笔者认为,当前,社区需要研究是全面推进城市社区建设的最佳突破口。
The construction of urban communities in China is at a critical period of in-depth development. According to Liu Jitong, a Ph.D. sociology professor at Peking University, “Opinions” forwarded by document No. [2000] 23 of China Council for the Development of the People’s Republic of China is a programmatic document and action guide for community development. However, China is vast in size and huge in area. Community problems are very different from those of community resources. National policy documents that are highly summarized and abstract in theory fail to meet the actual needs of diversified urban grass-roots community work in China and can not provide direct and specific work ideas and operations for community urban managers in China Methods of work How to deepen the community construction and guarantee the sustainable, healthy and orderly development of the community construction? In the opinion of the author, at present, the study of the community needs is the best breakthrough to promote the urban community construction in an all-round way.
