俄罗斯总理弗拉基米尔·普京先生,于2008年11月11日在莫斯科会见芬兰总理马蒂·万哈宁时,宣布原定于2009年1月1日起增加原木出口关税的计划将会被推迟9～12个月。此次出口关税的增加会将关税率增加至价值的80%,或者至少是50欧元/m~3,尽管俄罗斯政府尚未就此事作出官方决定,但是芬兰外国事务部的代表认为继普京先生宣布上调关税的计划之后,2009年1月1日原木出口关税将不会增加,这表明至少目前现行的出口关税为25%,或者至少是15欧元/ m~3的规定对于各种原木仍旧使用。
