记者:中山路改造项目的升温使我们认识了一个公司:青岛中山置业开发有限公司。大家都很关心这个公司的背景和资质。请问中山置业是一个什么样的公司?李辉明:要了解中山置业,先要说说青岛开投的性质。青岛开发投资有限公司是青岛市政府直属的综合性投资公司,主要有三大职能:一是承担政府大项目建设投融资;二是代表政府持有并运营国有股权;三是自主开展资本运作。作为政府投资主体,它受市政府的委托,整体承担了中山路商贸旅游区整治改造任务。中山置业是青岛开投承接中山路项目后,与市南区政府共同组建的一个项目公司,纯国有性质,青岛开投控股。这个背景就决定了中山置业不是一般意义上的开发公司,它不以盈利为目的,它的所有经营行为都是围绕青岛市委、市政府“经营城市”的理念进行的,最终目的是谋求公众利益的最大化。我们与一般开发商有质的不同,就是改造项目完成后公司的“利润为零”。当然,这不是说整个改造过程中每个具体项目都不盈利,而是说,要将盈利项目的利润都用于公益性建设上,从而尽量减少政府的投资。同时我们还将通过市场化融资的方式筹集资金,以分散政府的投资压力。从这个角度讲我们必须实现“利润为零”。这
