我国发电权交易市场存在价格形成机制不明确、不统一的问题,严重影响了发电权交易的竞争效率及其市场的扩大。本文以新能源与火电跨省跨区发电权交易为例,指出机会成本是发电权交易定价的基本依据,发电权交易成交价格的实质是交易双方对净效益分享的程度。最后,本文提出完善我国发电权交易价格形成机制的相关政策建议。
The issue of price formation mechanism in China’s power generation rights exchange market is not clear and uniform. This has seriously affected the competition efficiency of power generation rights exchange and the expansion of its market. This paper takes the new energy and thermal power trans-provincial trans-regional power generation trading as an example, and points out that the opportunity cost is the basic basis for the pricing of power generation rights transaction. The essence of the transaction price of power generation rights is the extent to which both parties to the transaction share the net benefits. Finally, this paper puts forward some suggestions on how to improve the price formation mechanism of China’s power generation rights.
