国务院总理最近指出:按照企业是独立核算经营实体的原则,应由业主对工程全面负责。为此,国务院副总理邹家华在8月31日召开的全国基本建设项目管座谈会上传达李鹏总理这一指示时宣布.今后几年,国家计委将把建立和实施项目业主责任制工作作为一项重要工作认真抓下去,并要求各部门(公司)、各地区和各建设项日的领导从大局出发,提高认识,克服困难,下大力气把这项工作抓好。
