淄博市作为老工业基地,结构调整任务重,失业人员、下岗职工、富余人员负担重,再就业压力大,供求矛盾十分突出。1995年淄博作为全省的两个试点城市之一推出再就业工程,当时再就业侧重于失业人员。近年来下岗职工迅速增加,市委、市政府决定把解决下岗职工再就业作为工作重点,不断强化措施,加大工作力度,多形式拓宽再就业渠道,多方式解决职工下岗问题,收到了明显成效。前不久,淄博市对再就业工作的情况进行了调查,发现当前再就业工作中存在很多问题,突出的有:1.下岗职工“断”劳动关系难。从主观方面看,对合同到期下岗职工和进中心三年以后解除劳动合同问题,大部分企业领导和下岗职工思想准备不充分,多数人持怀疑和观望态度。生产经营基本正常的企业认为,这些下岗职工仍然是我的职工,进中心只是暂时办法,即使三年以后也不准备把他们
Zibo City, as an old industrial base, has heavy structural adjustment tasks, unemployed workers, laid-off workers and surplus personnel, so the pressure for reemployment is high and the contradiction between supply and demand is prominent. In 1995, Zibo launched a re-employment project as one of the two pilot cities in the province, re-employment was focused on the unemployed. From a subjective point of view, most of the employees in enterprises and laid-off workers are not sufficiently mentally prepared for the lifting of the labor contract after the expired contractual workers and the center have entered the center three years later.
