水电是可再生的清洁能源,它的潜力应该以一种环境可持续及社会公平的方式得到开发利用。进行水电项目评估时,习惯上的决策标准大多是重点关注发电的技术和经济分析。然而,还应该考虑环保意识及当地受影响的人们的感受。在泰国滨河(P ing)流域,开发100 kW以上的水电项目是采用多标准决策分析来研究其潜力,并从以下5个方面判断这些项目的优劣势:发电、工程和经济、社会经济、环境和利益相关者参与。所研究的地区计有64个可能的站址。每个主要标准和次级标准的标准权重都由专家组进行讨论并指定。从权重分配结果来看,专家认为环境方面是最重要的。采用专家权重和公平权重对两种情况进行研究,以确定各项目开发的优先性。在滨河流域已经开展了这些研究,以帮助制定水电开发政策。
Hydropower is a renewable clean energy and its potential should be exploited in an environmentally sustainable and socially equitable way. When assessing hydropower projects, most of the customary decision-making criteria are focused on the technical and economic analysis of power generation. However, environmental awareness and the feelings of the people affected in the area should also be taken into account. In Thailand’s Pying basin, developing hydropower projects over 100 kW uses multi-criteria decision analysis to study its potential and to judge the strengths and weaknesses of these projects in five areas: power generation, engineering and economic, socio-economic, environmental And stakeholder involvement. There are 64 possible sites in the area under study. The standard weights for each of the major and minor standards are discussed and assigned by the panel. From the weight distribution results, experts believe that the environmental aspects are the most important. Using both expert weight and fair weight, two scenarios were studied to determine the priorities for project development. These studies have been conducted in the river basin to help develop hydropower development policies.
