情报调研和咨询是省级科技情报研究所(下称省所)中两个层次较高的领域,其工作成效既反映省所的水平,又影响它的声誉。有人已著文论述过两者的关系,也有人预言情报调研必将咨询化,咨询必将调研化。笔者认为,此论实属高见,并以此文参加这一合唱的行列。问题的提出省所赖于吃公粮,无企业单位的产值、利润和奖金等之虞,因而娇生惯养,进取性不强。加上情报科学没有象经典物理学那样有定型的理论可循,以及人材素质的限制,其活动模式还要不断探索。但是,经过多年的充实和发展,毕竟已有一定的规模和实力。近几年来,在“开放”和“搞活”政策的指引下,工作有起色,学术空气渐趋活跃,为其自身的完备开拓了道路。事实上,目前省所进行的情报咨询大量 Intelligence research and consultation is a high-level area in the provincial Institute of Science and Technology Information (hereinafter referred to as the provincial institute). The author believes that this theory is a high opinion, and join this chorus with this article. The question raised by the province depends on the consumption of public grain, no enterprise unit’s output value, profits and bonuses, etc., and therefore spoiled, aggressive. Coupled with the fact that intelligence science does not have stereotyped theories like classic physics, and the limitations of human qualities, its activity model must be continuously explored. However, after many years of enrichment and development, after all, there has been a certain size and strength. In recent years, under the guidance of “opening up” and “invigorating” policies, work has picked up, the academic atmosphere has become increasingly active, and the road has been opened up for its own completeness. In fact, there are a lot of information consultations in the province.
