当前,在国有企业的改革进程中,“员工持股”思路正在日益引起多方面的注意。很多人认为,“员工持股”是强化企业内在约束机制、调动职工积极性和解决“所有者”缺位问题的理想方案;还有人认为,“员工持股”是公有制新的实现形式。这些看法颇具片面性。怎样认识这一新的改革思路?有必要强调两点:一是“员工持股”应当搞,而且应当大力推进。二是“员工持股”不可能解决国有企业改革的根本难题。1.“员工持股”的本质是管理、技术要
At present, in the reform process of state-owned enterprises, the idea of “employee shareholding” is increasingly attracting many attention. Many people think that “employee shareholding” is the ideal solution to strengthen the internal restraint mechanism of the company, mobilize the enthusiasm of employees, and solve the problem of “owner” vacancy; others also believe that “employee shareholding” is a new form of public ownership. These views are rather one-sided. How to understand this new reform idea? There are two points that need to be emphasized: First, “employee shareholding” should be implemented, and it should be vigorously promoted.
