我国航运界在实施EDI方面起步较早的是中远集团,1989年中远集团在中美航线上开始货运舱单EDI通讯的试点工作,后来逐步向其它航线推广,1992年中远又在中国至西北欧航线开始EDI通讯试点,1993年向主要航线推广使用EDI的国际通讯标准UN/EDIFACT。1995年,交通部组织实施了“九五”重点科技攻关项目——“国际集装箱运输EDI系统及示范工程”,其目标是在1997年以前在“四点一线”(上海、天津、青岛、宁波四个口岸和中远集团)建成具有互联性和分局管理功能的EDI服务中心,实现国际集装箱运输单证的电子数据交换,以后逐步延伸,最终形成覆盖我国主要外贸口岸与集装箱多式联运网络相配套的电子信息运输和运行系统。上述几个港口的EDI中心都已相继建成并投入使用,极大地提高了他们在国际市场上的竞争力。目前我国在发展EDI的过程中还存在不少问题,突出表现在:没有一个非盈利性组织,能够从国家科技发展的整体利益出发,进行行业和部门之间的有效协调。交通运输信息化建设是国民经济信息化的重要组成部分,而港航部门实现运输方式EDI是交通运输信息化的重要步骤,只要我们思路正确,策略得当,经过踏实的工作,这个目标就一定能实现。(卢明)
COSCO Group was started shipping sector in China earlier in the implementation of EDI. In 1989, COSCO started the trial work on EDI communication of cargo manifests on Sino-American routes and then gradually extended to other routes. In 1992, COSCO Group also started the pilot projects in China and Northwest Europe The route started the pilot of EDI communication. In 1993, EDI’s international communication standard UN / EDIFACT was promoted to the main routes. In 1995, the Ministry of Communications organized and implemented the key scientific and technological project of the Ninth Five-year Plan - “International Container Transport EDI System and Demonstration Project”, with the goal of building a “four-point line” (Shanghai, Tianjin, Qingdao, Ningbo four ports and COSCO Group) built an EDI service center with interconnection and branch management functions to realize the electronic data exchange of international container transport documents, and gradually extended it later to form an EDI service center covering China’s major foreign trade ports and container intermodal networks Supporting electronic information transport and operating system. EDI centers of these ports have been built and put into use one after another, greatly improving their competitiveness in the international market. At present, there are still many problems in the process of developing EDI in our country. Outstanding manifestations are as follows: Without a non-profit organization, we can conduct effective coordination between industries and sectors based on the overall interest of national science and technology development. The construction of transportation informationization is an important part of the national economy informationization. However, EDI, an important part of the transportation business implemented by the shipping and port authorities, is an important step in the transportation informationization.
