西宁市、各自治州人民政府,海东行署,省政府各委、办、厅、局: 《青海省危险化学品事故应急救援预案》已经省人民政府同意,现印发给你们,请认真遵照执行。危险化学品生产、经营、运输、使用和处置过程中具有高压高温、易燃易爆、有毒有害等危险性,易对从业人员和危险源周边环境群众生命安全和生态造成严重影响。各地区、各部门要以“三个代表”重要思想为指导,高度重视危险化学品事故应急救援工作,真正将“安全第一,预防为主”方针落到实处。一旦发生危险化学品事故,能以最快的速度、最大的效能,有序地实施救援,最大限度减少人员伤亡和财产损失,把事故危害降到最低点,切实维护我省的安全和稳定。
