西部地区是我国资源型经济最主要的地区,是我国经济发展方式转变的重点区域,是去产能和供给侧改革的主要产业行业之一。同时,资源型经济与西部少数民族地区形成三重空间叠加,资源型经济发展方式转变对于加快西部少数民族地区发展具有举足轻重的作用。为此,必须围绕消除资源型经济的经济负外部性、生态负外部性、社会负外部性进行发展方式转变,以此加快西部少数民族地区经济社会发展。
The western region is the most important area for China’s resource-based economy and a key area for the transformation of China’s economic development mode. It is also one of the major industrial sectors for the reform in terms of productivity and supply-side. At the same time, the resource-based economy and the western minority areas form a triple overlapping space, and the transformation of the resource-based economy development mode plays an important role in accelerating the development of the minority areas in the west. To this end, we must speed up the economic and social development in the western minority areas by eliminating the economic negative externalities, negative ecological externalities and negative externalities of the resource-based economy.
