党的十五届四中全会通过的《决定》 ,在谈到从战略上调整国有经济布局时提到“坚持有进有退 ,有所为有所不为”的思路。文章从把握好“进”与“退”、“为”与“不为”的辩证法入手 ,详细分析了国有企业改革与发展中的“进”与“退”、“为”与“不为” ,指出国有经济比重有所减少不会影响我国的社会主义性质 ,且要正确认识这一点必须以“四个正确理解”为前提。
The “Decision” adopted by the Fourth Plenary Session of the 15th CPC Central Committee refers to the notion of “insisting on advancing, retreating and retreating, and doing something for nothing,” when it comes to strategically adjusting the layout of the state-owned economy.
