在这次电力体制改革中,有关辅业、“三产”及多经企业的改革是受到普遍关注的热点问题。国务院5号文件指出:“对现国家电力公司系统所拥有的辅助性业务单位和“三产”、多种经营企业进行调整重组”。“有关电力设计、修造、施工等辅助性业务单位,要与电网企业脱钩,进行公司化改造,进入市场”。辅业的调整重组政策性很强,牵涉面很广,如何通过深入改革使各辅业单位得到发展,改革重组模式的选择十分重要。本刊特选登了有关辅业单位的改革研讨意见,以期广开思路,并供各级决策部门参考。
In this reform of the power system, the reforms related to auxiliary industries, “three industries” and multiple economy enterprises are hot issues that have received widespread attention.
