应急预案是我国应急管理体系建设工作的重要内容,近几年来,在各方面的大力推动下,应急预案体系不断完善,“纵向到底,横向到边”的应急预案体系已经形成。在各类重大突发事件应急处置过程中,应急预案发挥了重要作用。同时,一些事故的应急处置也暴露出应急预案编制工作中还存在一些突出问题。近几年来,先后发生了2003年开县“12·23”特大井喷事故、2004年天原化工厂“4·16”氯气泄漏爆炸事故、2005年吉林石化公司双苯厂“11·13”爆炸事故和2009年中石油渭南支线柴油管道泄漏事故等一系列事故。这些事故都有一个共同特点,即事故影响超出了企业控制范围,地方政府参与到应急处置当中并启动了相关应
Emergency plan is an important part of China’s emergency management system construction. In recent years, under the vigorous promotion of all aspects, contingency plan system has been continuously improved and the contingency plan system of “vertical to the end and horizontal to side” has been formed. Emergency plans have played an important role in the emergency handling of all kinds of major emergencies. In the meantime, emergency handling of some accidents also revealed some prominent problems in the preparation of contingency plans. In recent years, there have occurred in 2003 Kaixian “12 · 23” extra large blowout accident, in 2004 Tianyuan Chemical Plant “4.16” chlorine gas explosion accident, 2005 Jilin Petrochemical Company double benzene plant “11 · 13 ”explosion accident and oil pipeline accident in Weinan branch in 2009 and a series of accidents.
