文章在描述全国和区域地下水资源利用变化的基础上,揭示目前我国农村地下水资源利用存在的主要问题包括:地下水严重超采,水量短缺;地下水水质超标,污染加剧;地下水资源浪费严重。同时,解析农村地区发生这些问题的原因。从加强地下水的集中统一管理、实行严格的地下水压采制度、完善我国地下水管理的法律体系、推动城乡供水一体化进程、重视地下水用水户的组织和参与等方面,提出了关于强化农村地下水资源管理的政策建议。
Based on the description of the changes of groundwater resources utilization in the whole country and the region, the article reveals that the main problems in the utilization of groundwater resources in rural areas of our country include: serious over-exploitation of groundwater; shortage of water; excessive groundwater quality and pollution; serious waste of groundwater resources. At the same time, it analyzes the reasons for these problems in rural areas. From the aspects of strengthening the centralized and unified management of groundwater, implementing strict groundwater pressure mining system, perfecting the legal system of groundwater management in our country, promoting the integration of urban and rural water supply, attaching importance to the organization and participation of groundwater users, Policy recommendations.
