去年国家机关开始实行公务员制度,同时在中央和省市机关相应实行公务员职级工资制。今年将继续深化机关的工资制度、医疗制度和住房制度等各项改革。这些改革是国家经济体制改革的组成部分,涉及国家宏观政策和每个公务员的收入、健康、居住和工作环境等切身利益。改革的顺利推进将有利于新的公务员制度的健康运行,促进机关吸引和凝聚人才,提高工作效率。根据党中央国务院有关改革规划部署和改革的发展进程,1995年深化改革将侧重以下几个方面:
Last year, the state organs started to implement the civil service system, and at the same time, they implemented the civil servant-level wage system in the central, provincial and municipal authorities. This year, we will continue to deepen the reform of the government’s wage system, medical system and housing system. These reforms are part and parcel of the reform of the national economic system and involve the vital interests of the country’s macroeconomic policies and the income, health, residence and work environment of every civil servant. The smooth progress of the reform will be conducive to the healthy operation of the new civil service system, promote organs to attract and pool talents and enhance work efficiency. According to the Party Central Committee and State Council’s plan on the deployment and reform of the reform plan, the deepening reform in 1995 will focus on the following aspects:
