自１９８６年《中华人民共和国义务教育法》公布实施以来，我国广大教育工作者经过艰苦卓绝的努力，在“普九”工作方面取得了辉煌的成就。但是，我们也应清醒地看到，虽然全国很多地方已经通过了“普九”验收，但“普九”的巩固工作在当前及令后相当长的一个时期内仍将是我们面临的一项艰苦而繁重的工作。不久前召开的第三次全国教育工作会议再一次明确指出，要把“普九”及其巩固工作作为今后一个时期的一项重要工作来抓。本期我们刊发的这篇文章，其意图正是希望各级教育行政部门和全国广大教育工作者以及全社会都来重视“普九”的巩固问题，进一步深入推进“普九”工作。文内所反映的湖南省部分县、市初中学生辍学问题，在全国各个省市都不同程度地存在，有些地方还更加严重，我们希望这个问题能引起全社会的广泛重视。湖南省在处理这个问题上所采取的及时而果断的措施，也希望能给全国其他地方的工作提供一个借鉴.
Since the “Compulsory Education Law of the People's Republic of China” was promulgated in 1986, the vast majority of educators in our country have made brilliant achievements in their “universal work” through arduous efforts. However, we should also be soberly aware that although the acceptance of “universal suffrage” has been adopted in many parts of the country, the consolidation of “universal suffrage” will remain ours for a considerable period of time now and for a long time to come A difficult and burdensome job. The Third National Education Work Conference held not long ago pointed out once again that we must regard “general education” and its consolidation as an important task in the coming period. The article we published in this issue is intended to precisely hope that the educational administrations at all levels and the broad masses of educators throughout the country as well as the whole society will attach importance to the consolidation of the “universal government” and further promote the “ ”jobs. The problem of dropping out of junior high school students in some counties and cities in Hunan Province reflected in the text has varied in varying degrees in all provinces and cities in the country. In some areas, the problem of dropping out of schools is even more serious. We hope this issue will arouse the attention of the whole society. Hunan Province took prompt and decisive measures in handling this issue and also hoped to provide a reference for the work in other parts of the country.
