我国的公共管理事业尚不发达,必须立足于现实的体制进行发展创新。为使中国的市场经济与世界接轨,使中国各级政府真正履行其职能,中央提出了“改革、发展、稳定”的目标。在公共管理范畴中达到权力配置资源最小化,竞争配置资源最大化,规范市场作用,理性发挥政府作用。中央、省、市、县、乡5级政府要恰当定位适当行使职权。针对江苏省的发展情况,讨论了区位、资源、政策、人才和机制5个因素对江苏经济发展和社会进步的作用以及5者的整合作用方法,提出了发展创新的具体措施。
The public management in our country is still underdeveloped and must be based on the realistic system for development and innovation. In order to bring China’s market economy into line with the rest of the world so that all levels of government in China can truly fulfill its functions, the Central Government has set forth the goal of “reform, development and stability”. In the field of public management to achieve the allocation of resources to minimize resources to maximize competition in allocation of resources to regulate the role of the market, rational play a government role. The government at the level of five at the central, provincial, municipal, county and township levels should properly position and properly exercise its powers. In view of the development of Jiangsu Province, this paper discussed the effect of five factors including location, resources, policies, talents and mechanisms on Jiangsu’s economic development and social progress as well as the integration of the five measures, and put forward specific measures for the development and innovation.
