白河林业局是具有19年开发历史的林业企业。如何缩短经营周期,提高单位面积上森林蓄积量,是企业经营管理的一项战略任务。为此,企业决策集团,展望了林业发展的21世纪,提出了森林更新换代工程,有计划的改造北部次生林区。一、更新换代规划白河林业局在第二经营区内,共计有更新换代面积448,410亩,蓄积量为4,115,810立方米。其中:封山育林面积为85,380亩,蓄积量为473,503立方米。从调查结果看,林分生产力低,年生长率小的次生林主要分布在二道林场以北,其原因是:据考查松花江以北两江林区的原始林遭受到日伪时期严重破坏之后形成的,而松花江以南,二道以北以自就火灾造成的。现主要组成成树种为、杨、桦、柞和亚乔木,多为中令低质林,林分密度小,结构复杂,更新情况不良,林地生产力低。为了改变其现有林分状况,应有计划有步骤不间断地实施更新换代工程;即在若干年内将这些低质林,改变成为优质、丰产的红松用材林基地。所谓更新换代工程,是指按工程项目管理,有规划设计,按设计施工、施工后经检查验收的林冠下人工造林,通过间伐数十年后达到以红松为主体的针阔混交林。是加速森林演替,保持资源优势,越采越
