美军2008年版《作战纲要》序言中指出,“正如1976年版《纲要》开始将陆军从越南的泥潭带入西欧战场一样,本版《纲要》将带领我们进入21世纪的城市战场”。城市正日益成为美陆军将面对的潜在冲突的源头和主要战场,在城市环境下的民众中作战,已成为美陆军当前面临的最大难题。
