发展区域共同市场以促进都市圈经济发展是我国城市化加速阶段的必然选择。区域共同市场对降低产业结构的调整成本、公共物品的配置成本以及区际资源流动的交易成本都具有重要意义。因此 ,建立统一、开放、规范的区域共同市场 ,提升区域乃至国家的竞争力 ,应重点抓好几个方面 :( 1)组建规范的区域协调机构 ,共同管理区域共同市场 ;( 2 )正确定位城市功能 ,错位发展 ;( 3 )探寻合理的利益分配机制 ;( 4 )制定有约束力的公约。
The development of regional common market to promote the economic development of the metropolitan area is an inevitable choice for the acceleration of urbanization in China. The regional common market is of great importance to reducing the adjustment costs of the industrial structure, the allocation costs of public goods and the transaction costs of interregional resource flows. Therefore, to establish a unified, open and standardized regional common market and to enhance regional and even national competitiveness should focus on several aspects: (1) to establish a standardized regional coordination body to jointly manage the regional common market; (2) to correctly locate the city Function, dislocation development; (3) to explore a reasonable mechanism for the distribution of benefits; (4) to develop a binding convention.
