党的十八大提出科技创新是提高社会生产力和综合国力的战略支撑,必须摆在国家发展全局的核心位置。面对世界科技革命和产业革命的新变化新趋势,青岛要加快转变经济发展方式,增强城市综合实力和竞争力,必须把科技创新摆在更加突出的位置。以世界眼光谋划和推动创新,以国际标准深入实施创新驱动战略,以本土优势促进科技与经济社会发展,加快建设创新型城市。科技创新,是青岛保持可持续发展的强力支撑和永动力。改革开放三十多年来,青岛沧桑巨变的背后,无不是科技进步带来的喜人成就,特别是九十年代以后,从传统科学向现代科学领域的进军,直接突显出科技革命的新成果。进入新世纪以后,青岛市颁布科技创新促进条例,从机制上为科技春天的到来铺垫好肥沃的土壤,科技创新工程的实施,催生出璀璨的春花,青岛科技的春天,已然来临。

Especially since the 1990s, the march from traditional science to modern science has directly underscored the new achievements in science and technology revolution. Since the beginning of the new century, Qingdao Municipality has enacted regulations to promote scientific and technological innovation, paved the soil for science and technology from the mechanism, and the implementation of scientific and technological innovation projects has given birth to bright spring flowers and the spring of science and technology in Qingdao.
