Donations in the context of transitional economy have always been one of the hot topics in the field of social responsibility. In the face of unexpected natural disasters, the external social environment has strongly predicted the fulfillment of corporate social responsibility. However, the current literature ignores the issue of differences in donation behavior between local and foreign-funded enterprises due to different external environment perceptions under the background of transitional economy. Based on the research situation of Wenchuan Earthquake, this paper analyzes the behavioral differences in the amount of donations, donations and donation responses of Chinese and foreign-funded enterprises considering their own strategic resources and external social expectations. The basic conclusion is: With the foreign-funded enterprises in the Chinese market has made huge profits and then people expect foreign-funded enterprises should be more positive and different performance, local companies in the amount of donations, donations, the speed of response to foreign-funded enterprises are more than this conclusion with the people’s expectations Contradictory. In the driving force of donations, the motivation of foreign-funded enterprises to donate more from their own internal strategic resource flexibility, while local enterprises are more from external public opinion pressure. These conclusions help to understand the different behaviors of Chinese and foreign-funded enterprises in fulfilling social responsibility in China.
