1906年,张之洞升任军机大臣,进入中枢。1907年9月,张之洞入京议政。同年,汪旭初拜见张之洞,一则代替父亲汪凤瀛看望张之洞,二则请张之洞在北京为自己谋个差缺。张之洞告诉汪氏父子,时下用人,得由各部尚书共同商定。而且明文规定,不得跟外省大吏通信,谋求差缺。现在的会议政务处,对类似情况的监管非常严格。我们以后的往来信件,也不便涉及。请见谅。笔者藏得国民政府交通部长王伯群所有二十余通信札,其中有数通内容,正巧是为举荐者谋求差缺。兹列二通,一则于右任《差缺帖》:伯群部长同志:日昨,遇胡培德兄云我,兄对伊事甚为关切。弟
