一引进技术工作是我国经济发展战略和对外开放政策的一个重要组成部分.几年来,这项工作发展很快,成绩很大,总结和摸索了不少成功经验.但也还存在着一些不容忽视的问题:如缺乏长远规划的指导,重点不突出;与国内研究、开发工作脱节;消化吸收和国产化工作薄弱;重复、盲目引进等等.其中,重复、盲目引进的问题比较普遍和严重,某些项目在引进的过程中,搞多头对外谈判,重复出国考察,给国家造成无谓的损失,在国际上产生 The introduction of technical work is an important part of China’s economic development strategy and openness to the outside world.
