由中国自然辩证法研究会、系统科学哲学委员会、北京系统工程学会、北京自然辩证法研究会和北京邮电大学联合举办的全国“信息科学技术的社会经济影响与哲学问题学术研讨会”于1995年8月31日至9月3日在北京邮电大学隆重举行。这次会议是在全球信息高速公路热引起我国各界广泛关注的大背景下召开的。来自全国的50余名代表出席了会议。北京邮电大学副校长钟义信教授在会上作了《从信息科学到信息社会》的专题报告。关于信息科学的涵义,钟教授认为,信息科学是以“全信息”为主要研究对象,以信息运动规律为主要研究内容,以信息科学方法论为主要研究方法,以扩展人的信息功能为主要研究目标的横断科学。这里的“全信息”概念是既包括符号间形式关系上的语法信息,也包括符号与客体逻辑含义的语义信息和体现符号与主体间价值效用的语用信息的总和,和申农、维纳
