本文认为,构建学习型和谐社会就要大力发展老年教育,而高等院校办老年教育既是一种责任,也有资源优势,高等院校办老年教育具有特殊意义。高等院校办老年教育,不能只停留在口头上,应拿出具体措施和办法,要做到“两个结合”(把吸收老年人入学或旁听某些专业同校办老年大学结合起来,把在职人员办学同发挥离退休人员作用结合起来);“五个列入”(列入高校党政工作议事日程;列入高校教学计划和教务管理;列入年度财政预算;列入统计序列;列入平时考绩和年终总结考核)。高等院校办老年教育要逐步做到制度化、规范化。高等院校办老年教育同样要强调素质教育,要制定和贯彻老年教育方针。
