被誉为中国“华尔街”的北京金融街的成形和壮大来源于金融街房地产一期和二期的开发。在金融街一期开发中,政府力量通过规划引导和政策扶持起到了主导作用;在二期开发中,市场力量在市场定位、资金筹集、规划征集等方面发挥了更大的作用,政府力量的发挥则集中于宏观政策的支持和授权管理上。本文通过实地调研、访谈和文献资料的查阅,在对金融街历史进行回顾的基础上,将从政府和市场力量进退演变的角度来分析金融街房地产的开发历程,同时也折射出金融街成形、壮大的发展过程。
The formation and expansion of Beijing Financial Street, known as China’s “Wall Street”, came from the development of Phase I and Phase II of Financial Street Real Estate. In the first phase of the development of Financial Street, the government forces played a leading role through planning guidance and policy support. In the second phase of development, market forces played a greater role in market positioning, fund raising and planning solicitation.
